About Us

Who we are: RMC (Rwanda Media Commission) Is the Media Self Regulatory Body in Rwanda instructed by Law N0. 02/2013 of 08/02/2013 Regulating Media most especially in its Article 2 (para 20) and established by all Rwandan journalists in their General Assembly of 27/8/2013. The self regulatory body is mandated to Protect journalists, regulate their conduct and the daily functioning of media and advocate for media freedom in Rwanda.

A society where media freedom is respected, upheld, protected and maintained and where journalists and media practitioners are professional and responsible.

Mission

To promote media freedom and professionalism as well as arbitrate media disputes and educate the public and journalists about the media and its role in society.

MANDATE OF RMC: RMC has a triple mandate

  1. Promoting, nurturing and protecting ethical journalistic practices
  2. Defending media freedom and;
  3. Speaking on behalf of the media fraternity as a whole especially as far as promotion and protection of ethical principles as well as freedom are concerned.

Task and Oraganization

Rwanda has gone through various phases in the evolution of media policy that reflects the country’s unique historical experience and demands of building a cohesive and responsible society. The year 2013 however, marked the highlight of the media sector reform process with the introduction of a new law regulating the media, the Law determining the new responsibilities and functioning of the Media High Council (MHC), the Rwanda broadcasting Agency Law that transforms the former state broadcaster into a public service broadcaster, and the Law relating to Access to Information. The key outcome of these reforms, however, was the removal by the Government of Rwanda, of the responsibility for media regulation from the Media High Council (MHC), a statutory body, to a self-regulatory mechanism managed by the media practitioners themselves. This highlight marked a shift from statutory regulation to self-regulation. As such, the Rwanda Media Commission (RMC) -Media Self Regulatory Body was borne out of these reforms to take on the role of defining and implementing a self-regulatory mechanism that reflects a relationship between the media and the public, based on mutual recognition of the key values of media freedom and responsibility.

The Law N0. 02/2013 of 08/02/2013 Regulating Media most especially in its Article 2 (Para 20) clearly states how a self regulatory body is set up. It is from this background that a General Assembly of all Rwandan journalists held on 27/8/2013 unanimously set up Rwanda Media Commission, Media Self Regulatory Body.

The Commission has a triple mission of a) promoting, nurturing and protecting ethical journalistic practices; b) defending media freedom; and c) speaking on behalf of the media fraternity as a whole, especially in relation to the promotion and protection of ethical principles and media freedom.

Identity

As part of its duty to ensure compliance with ethical journalistic practices as mandated by Law No.02/2013 of 08/02/2013 regulating the media Article 2 (20), and as articulated in the journalistic Code of Ethics, the Rwanda Media Commission monitors media content on a regular basis. A two way monitoring approach is used. The first is the complaints-based monitoring whereby particular media content is scrutinized for any broach of the Code of Ethics upon a complaint being submitted to RMC. The second is pro-active monitoring whereby RMC staff scrutinize print, broadcast and online content on daily basis to identify professional and ethical gaps. Based on this type of monitoring and in case any issues are identified, RMC engages the concerned editors to discuss any emerging concerns.

Board Members

The Board is composed of seven members known as commissioners. Four of these are competitively elected from among respected journalists and editors while the remaining three are sourced from among Rwanda’s eminent citizens but also elected by the General Assembly of journalists and media practitioners.

Secretariat

The Secretariat is headed by an Executive Secretary. He is responsible for managing the day-to-day affairs of the Commission, supervising and appraising all staff and ensuring the financial sustainability of the Commission.

The primary responsibility of the Secretariat and therefore the Executive Secretary is twofold: running the day-to-day administrative affairs of the Commission and ensuring the financial sustainability of the Commission through raising funds from different sources as stated in the “Rwanda Media Self-regulation: a blue print” approved by a General Assembly of Journalists and Media Practitioners on August, 2013.
